Does this sound closer to Republican or Democrat policies?

When applied to American politics, Mussolini's fascism sounds like an exaggeration (or perhaps even a dystopian satire) of the entire American system. The "State" in this sense is not only the government, but also corporate America and the societal structure itself. We are consumer zombies who choose to be "red" or "blue" every four years. We keep buying into the system. We keep buying things we don't need. We keep toiling our lives away, sitting at a desk or staring at a glowing box. The "State" has no use for individuals.
